Trying to add them via the add from staged file still displays the ISE. This is different enough it could be a unique issue, but this is the closest looking bug to the issue we are seeing. I get the same error when following the provided procedure with the attached record. The only way I have found to get around this is to import and then export from/to a MarcEditor.
