Is the idea that there are cross-branch librarians who prepare the reports and assign them to the libraries? If you have create_reports and execute_reports but not manage_report_limits, then your reports are by default open to all libraries. Does this make sense? When "LimitReportsByBranch" is enabled, should reports for non-privileged report creators default to their home library?
