The proposed behavior (not setting the search type to 'exact' for 'Search all headings:' or 'Search entire record:') seems like a reasonable compromise.
Somehow it feels a bit inconsistent. And removing the lines without any comment might lead to reintroduction when someone thinks that this was an oversight. Could you add a comment line explaining why you removed it (on both places)?
