3) Question: If you decide to roll over the funds with the orders into the next year - should the funds be removed from last year's budget? I am not sure about this, so it's really a question to libraries I think.
Do you mean *completely* removed? The fund could have been used to reveive orders, so we don't want to remove them.
I had wondered if the money added to the new budget for the unreceived orders should be subtracted from the old budget, so that you end up with a 'balanced' old budget (no available money, no commited, only spent).
