I think this is resolved somewhat by bug 21673 - it changes the method for summing which seems to resolve the issue.

The separate issue of 'partial cent' fines still exists, we should probably display all digits to 6 decimals and allow partial cent payments, but I think 21673 should be considered for backport to resolve rounding issues
