All three addressed: 1. The backfill now only uses old_issues rows whose checkin_library still exists in branches, so a deleted library no longer breaks the update. Skipped rows are reported. 2. Backfilled checkins get no user_id (issuer_id is the checkout user) and the library only comes from checkin_library. Returns from before bug 33641 have no checkin_library, so no checkin is backfilled for them. 3. checkins is now between categories_branches and checkout_renewals. Its constraints are also sorted like MariaDB dumps them (checkins_ibfk_10 right after _1), which would have been the next diff in the DB compare job.
