Just an FYI, the Library of Congress has MARC21 <=> BIBFRAME conversion tools that they apparently are formally supporting:

I'll post here if I find anything sufficiently relevant.
From memory, I think that BibLibre do use those tools in their prototype work for BIBFRAME support.
