I think Kyle wanted to receive 2 items (9 was the calculated cost), so he entered the price for 2 = 18 into actual cost on receive - but it expects the price for a single item, so he should have entered 9 and let Koha mulitply it. (I checked, that's how it's currently working too in 3.18.8).
