Restesting, this is what I get, and rereading, this is what is expected with quaternary - it considers differences at the 4th level, meaning accents and punctuation are both considered
oops so the patch doesn't match the specs/test plan. So "strength: quaternary" is still better than "alternate: shifted", right? And better than the current sorting.
