So what I think needs to happen is that we modify it so that the grace period calculates in the same units as the loan does. That is, 2 hours late with a 1 hour grace debars for 1 * (finedays) days.
I take it we don't need suspension in hours? It would be easy enough to do... and since hours convert easily to days, it would work in all cases... but I'm not sure it's actually useful to anyone.
I thought I wrote that here, but maybe it was just on IRC: I spoke with librarians yesterday, or 2 days ago, and we couldn't figure a use case of having 1 hour debarment if you're 1 hour late.
