https://bugs.koha-community.org/bugzilla3/show_bug.cgi?id=43111 --- Comment #2 from hebah@bywatersolutions.com --- Hold pickup delay is set as global preference via ReservesMaxPickUpDelay and then configurable in circ rules individually, so if this were to move into circ rules, I'd want to see a way to set a global default as well instead of it being one more piece of circ rules that libraries would have to set individually per rule.
