The goal with the placement of the login link at the top right of the page was always to /keep/ it at the top right of the page, even with the contents of opacheader there. The design was based on the assumption that many users would understand that area of the screen to be used for that purpose--maybe not necessarily for the login link itself, but for the information about the user's logged in status after being logged in. Look at Google, Flickr, Delicious, NY Times, even the iTunes store. I agree that this sometimes presents problems integrating with existing site designs--I've been faced with the same issue.
