Even if all the LC_, LANG, and LANGUAGE environmental variables are empty, the collator will still use a sensible default, so it's not like it will throw fatal errors due to bad/missing configuration. -- Getting ready for work this morning I was thinking how I still wasn't 100% satisfied with "use locale" as it was good but it locked the whole of Koha into 1 locale.
