It turned out in both cases that the user accounts had expired. Is it possible for an alert to show in the staff client when trying to renew an items for an expired borrower? The alert shows if trying to check out items to an expired borrower but this does not appear from the renewals screen. I have had a look in the system preferences but can't see anything obvious.
