Building on the library_opening_hours facade from Bug 43492, this bug adds full CRUD for library opening hours as a REST sub-resource of /libraries (mirroring the pattern used for library calendar closures in Bug 42311), plus a typed schema for the existing /libraries embed, so opening hours are available both ways rather than having to choose one.
