If you require email verification there won't be a patron account added immediately, so there is no borrowernumber the notice could be linked to. The patron account is only created after the user has clicked on the link in the email.
But you might be referring to a different workflow? Maybe using the patron import tool or the ACCTDETAILS email?
Isn't there another e-mail that goes to patrons after verification, and when staff create a patron account?
