I would disallow the deletion and instead direct the user to first cancel the order.
This makes sense. Probably many Koha installs contain pollution due to allowing the deletion of biblio records while being used in ACQ.
if you want to cancel, that's ok. But if you want to delete the record because it has left the collection? I think the solution needs some more complexity.
