Specifically, if you bring up the shelf browser, then travel on it in either direction, local covers aren't displayed in the shelf browser.
I can reproduce this problem in Firefox and Chrome on Windows. If I start from a record that has a local cover, the local cover image appears when I first open the shelf browser.
