The aim of this bug is to remove all sql code from onboarding.pl, smart-rules.pl and itemtypes.pl scripts. Additionally all unnecessary use pragmas in the onboarding.pl script will be removed. This will make all three of the aforementioned perl scripts meet the Koha coding guidelines.
