I do this all the time. I'll build a package on a server and then install it immediately using "apt" to try it out before the package ever makes it to an apt repository.

In fact, I just did it right now. apt install /tmp/app-build/app_1.0.0+20260921130742.68e5c4d8-1_amd64.deb /tmp/app-build/app-libs_1.0.0+20260921130742.68e5c4d8-1_amd64.deb You can even do multiple .deb packages on one line.
