I'm not entirely convinced this functionality should be brought back. The standard use of the arrow keys is scroll horizontally or vertically in the page.

I assumed this meant the way in which you could navigate with jQuery UI tabs. In 21.11.x if your focus is on one of the UI tabs you can use the arrow keys to navigate between the tabs.
