I agree with Martin that this doesn't add any additional information.
Does this tab really needs to be kept ? As Katrin said, it the only page where it's display, and we have and alert at the top of the page showing the total amount of charges, with 2 useful action buttons. Isn't that enough ?
I have another suggestion: We could only show the tab when there are any fines and charges. This way, for libraries not using fines it will be a nicer display and the tab appearing will have a meaning.
