I see it doesn't need PERL5LIB but what about KOHA_CONF?

That's a good question... I've done nothing to pass this environment variable to the CGI environment. I'm wondering what value it actually uses... probably the /etc/koha/koha-conf.xml (because it defaults to that), and that would be a bug. I will look at it.
