It takes all branches in the overduerules and sent notifications to them. So, if you have a default rule & a branch rule, the notification will be generated twice. A quick fix is to discard "default rule" for instance. Will send a patch for that. The long term solution will be to decide if we want a default rule or not. If we don't want = remove the default in tools/overduerules.pl if we want = fix cronjob/overdue_notices.pl behaviour Lowering the severity.
