Staff can currently be alerted to cancelled and modified requests via the notices ILL_REQUEST_CANCEL and ILL_REQUEST_MODIFIED but not for new requests. There is a similar feature is available for holds by enabling the system preference emailLibrarianWhenHoldisPlaced.
