How far through the installer do you get? Is it the moment you try to bring up the page, or do you get to select (in particular) the MARC framework? Can you also attach the output of running 'locale'?
I seem to find how it goes ... I created four instances using "koha-create ...". Then I tried immediately access to the web pages of the web-installers (in my case it is: localhost:7777, localhost:6666, localhost:5555 and localhost:4444). Only one of four pages display login, three other bring pages with above "param"-errors. Now I saw that access to the following instance web-installer appears after the successful completion of the previous instance web-installer.
