Indeed, I only tried with the SessionStorage=tmp file

I managed to fix this problem if I remove the decode in set_userenv, but need to find side-effects.

I was also investigating if this happens because of some wrong DB connection initialization in Koha::Database.pm code. Nothing interesting found yet.
