If you look at tools/inventory.pl, "out_of_order" and "wrongplace" are two different things. Why is this the case? No idea. Bug 21408 added "out_of_order". Looking at bug 14399 it seems that wrongplace means the item shouldn't have been scanned at all whereas "out_of_order" means it should've been scanned but it's in the wrong order of scanned items.
