Are there two different feature requests here? 1. Add selection of the available authentication methods, and hide the others. 2. If multiple authentication methods are enabled (and visible), let admins decide which of the methods (a) patron category and (b) individual patron can use to authenticate.
By choosing a an authentication method for a patron or category, that method would be the only one available on the OPAC for that patron or category. If the patron has not yet authenticated, we don't know who they are nor which category they belong to, so we have to show all available authentication methods.
