[Koha-bugs] [Bug 36947] Diacritics and upper case letters should not affect how facets get alphabetized

Collections get alphabetized by the auth value code rather than the description. Will make another bugzilla ticket for this unless I can find one. I already have a fix for this. Also languages get alpabetized based on their english descriptions instead of the selected intranet language.
