Probably because it's more comprehensive for the Detail page than the export options for Lists and Cart. List downloads/exports include the following options:
BibTeX, ISBD (if OPACISBD is set), MARC, RIS (Zotero, EndNote, others), CSV (using CSV profiles)
So maybe a separate syspref is necessary.
Cart download/exports include the following options: BibTex, ISBD (regardless of OPACISBD), MARC, RIS (Zotero, EndNote, others), CSV (using CSV profiles). They think the download options for the cart are confusing to patrons. I kind of agree. Other that librarians and maybe university researchers, who knows what BibTeX, ISBD and MARC are? I was just asked about this by a public library.
