Staff logins need the catalogue permission to be able to log in to the staff client. If you remove this permission they will not be able to log in. Could that be enough to solve your use case?

Hi Abd, Magnuse is right, removing the catalogue permission should keep the staff users out of the staff client. Maybe try to log out and log in again after removing them?
