On 20.11, I see the classic behavior, where you open a search popup, from that open an authority editor popup, from that open a z39.50 search, import your record, save your record, you are shown the details view of the record you just saved, close that popup, go back to the search popup and do a search that will find your new authority record, select it, it's inserted in the bib record.
