I also changed the names of the images from imageXX.png to a name like bundlecontents.png. I thought maybe since the ERM pictures are also called imageXX that is where the mixup came from... And I moved the images/bundles directory to images/circ/bundles I wasn't able to recreate the problem on my local installation. My circulation chapter had the correct images even before all these changes... So the problem must lie elsewhere. I merged my changes (see https://gitlab.com/koha-community/koha-manual/-/merge_requests/613). The manual will rebuild sometime tonight.
