Given it's an older version, I'm going to guess this is more of a support request and than a bug report.
I'd suggest looking at the support options at https://koha-community.org/support/

But since we haven't been able to link this to a specific bug, there is no guarantee it will fix the issue. No, as Katrin says there could be a number of local issues that explain it. You'll want to check your logs, check the data, try different data. A server reboot can be handy to make sure all the right services are coming up. Checking that the koha-common service came up correctly, if you're using the Debian packages. Lots of different troubleshooting steps to take.
