This is how it would work. 1. A system preference allows for an Authorized Value/Shelfing Location or Collection to restrict floating. 2. The Western Research (Library A) location is added to the system preference and all material with the value does not float. 3. Item is cataloged with the Western Research shelving location. 4. Item is checked-out by a user at Library A. 5. The item is returned to Library B. 5.
