This offers access to reports search on pages other than the reports home page and the saved reports page. To test, apply the patch and test the header search form on each updated page: the reports home page, saved reports (and any page which uses guided_reports_start.tt), and dictionary. Test that the "More options" toggle works correctly, including tests with LimitReportsByLibrary enabled and disabled. After your patch, the header search has 4 options: Search reports, Check out, Check in, Search catalog. So "Renew" is lost.
