The library manually keeps track of items that patrons are interested in and emails them when the item is in circulation. This bug is to add the ability for Koha to automate that notification process. Staff can make purchase suggestions on behalf of the patrons so I would primarily use the features that already exists. I suggest that the staff makes the purchase suggestions and use the feature to notify patrons when their wish has come true. :)
+1 Not sure how well known that is yet, but since a little while ago you can switch the status to "AVAILABLE" in the suggestions module.
