I think providing access to the whole LC organization code list would be overkill unless you're using a Koha database as part of your workflow to do contract cataloging for a bunch of libraries. What might be useful for a consortium would be allowing more than one value for MarcOrgCode. In fact, that's already the topic of bug 10132 (MarcOrgCode would be useful on branch level).
