An alternative could be to add the following to the dropdown in question:
max-height: 33vh; overflow-y: auto;
This seems to work well. I think the only disadvantage to adding this globally would be that there is an empty scrollbar if the menu doesn't overflow. On the library groups page in particular, though, I think it might make more sense to convert it to a Select2 menu.
