Bug 7919 allows to display categories function of the connexion library. Check your admin/categorie.pl page if you have a branch limitation on these categories.

I've made a test with koha 3.12.
Some categories of borrowers (like "employe" or "faculty") can't be displayed. The others are ok, except these two categories.
An idea?
