Please don't cross post like this. Double messages from people trigger feelings of "ignore the spammer" in me and others. This is a technically oriented problem for a development install, so why not just post only in koha-devel?
Someone has already suggested permission issues. It could be a firewall issue. It could be an apache2 configuration issue (user dirs module?)
