At the bottom of the modify page, there should be an option to debarr (block) a borrower.
Let me know if you get the modify option. I think there might be a bug in the template.
The default template in 1.9.3 has the modify option, but the template for memberentry.pl doesn't show the option to debarr a borrower. -- Owen
