It appears I was worried about nothing. I began the upgrade from a Koha/2.2.9 database to Koha/3.00.02.012 and voila! UTF-8. My guess is that I should not be upgrading directly to 3.00.02.012 using the ./update22to30.pl script. I am taking this path since we have a Koha/3.00.02.012 instance already installed and awaiting the 2.2.9 data. Perhaps I should upgrade to a 3.00.00 instance of the database and then apply the incremental database upgrades to get me to 3.00.02.
