Correct - at the moment a partial pt-PT translation of the OPAC is available, but there's no translation for the staff interface. You could install Koha using one of the languages for which a staff translation is available, then enable Portuguese for the OPAC. Thanks for pointing this out. The Installer should only be looking for languages that have a translation for the staff interface, so this is a bug, I'll investigate...
