[Koha-translate] Only getting SUGGEST a change option

Good morning I am attempting to do a bit of translating for Tetun language after being MIA for a while - however after logging in, I only seem to be given an option to suggest a change rather than make permanent changes to translation strings - what am i missing? TIA Karen
