I could download it too. But, http://translate.koha-community.org/zh_CN/316/ still show 0 at total and need translation columns on zh-Hans-CN-opac-ccsr.po while other po files looks normal. I catch the screen at http://mao.wikia.com/wiki/File:Koha316zh_CN.png.
I try it on Firefox, Google Chrome, and Chromium, with and without log in.
