[Koha-translate] Where are the translation tool and translation docs?

I've browsed a bit through the mailing list archive: http://sourceforge.net/mailarchive/forum.php?forum=koha-translate and the documentation http://sourceforge.net/docman/?group_id=16466 and the translation Wiki http://www.saas.nsw.edu.au/koha_wiki/ and seem to miss the translation tool. Where would I find it and/or the documentation about how to begin a translation?
