It seems like the easiest thing to do would be add a section to the existing Koha wiki -- www.koha.org/wiki. Stephen lars@rovaniemelainen.com said:

Is there a translation wiki for help with a glossary of terms and jargon found in Koha?
If not, I am willing to add as a starting point the list of terms and scope notes that I have come up with if someone can start a wikipage for it and send me the URL.
