Not necessarily (some UK cities are also ceremonial counties in their own right, while the governmental structure is a mess of parishes, communities, boroughs, districts, counties, areas, regions and nations), but I know what you're getting at. This seems like a localisation problem rather than a translation one. Would it be enough to simply declare localisation changes, rather than create a whole new translation?
